In
order to receive the budget award, the RSCVA had to satisfy nationally
recognized guidelines for effective budget presentation. These guidelines are
designed to assess how well an entity’s budget serves as a policy document, a
financial plan, an operations guide and a communication device. Budget
documents must be rated “proficient” in all four categories to receive the
award.
When a Distinguished Budget Presentation Award is
granted to an entity, a Certificate of Recognition for
Budget Presentation is also presented to the
individual designated as being primarily responsible for its
having achieved the award. The Certificate has been
presented to Brian Rivers, director of finance,
RSCVA. The purpose of the Government Finance Officers
Association is to enhance and promote the
professional
management of governments for the public benefit by identifying and developing
financial
policies and practices and promoting them through
education, training and leadership. It is a nonprofit
professional association serving approximately 17,000
government finance professionals with offices in
Chicago, Ill. and Washington D.C.
